The external TED Operations system watches behavior, reconciles expected versus actual outcomes, receives reports and asks AI for analysis, but it has no authority to sign transactions or control TED funds.
The browser member application has a decentralized IPFS release path so interaction with TED does not depend entirely on the editable public website.
